An entertaining, heavily documented and rigorous book on an ill known and very specialized but critical subject. While Raúl Prebisch is widely recognized in international economic circles as one of the founders of the theory and policies for development, in Argentina is still heavily criticized on an unsustantiated ideological basis. Through its lecture one gets a vivid picture of critical times such as the "Década Infame" (Infamous Decade) of 1930-1940 in Argentina, the creation of CEPAL (Economic Commission for Latin America) and UNCTAD (United Nations Conference on Trade and Development). As the story unfolds, one gradually realizes Prebisch's main "sin": believing that well meaning, trained and documented professionals, based on stable institutions, capable of making sound economic analysis and well sustantiated proposals, can change the social conditions of whole countries. As history shows, technocrats (or well meaning elites) can perphaps temporarily change the methods of governments, but almost surely not its usually selfish goals. Each reader may find its own moral; mine is that the only sure road to development, although a long one, is -as Domingo Faustino Sarmiento pointed out- educating the "sovereign": the ignorant masses that uncritically support the very same clientelistic regimes that in the end submerge them more and more.Carlos E. The book is a tome of about 500 pages (and the author might have been able to cut it down to 400), but overall it provides a really interesting look at a number of things I'm interested in such as:1) the evolution of development economics, with the Argentine economist Prebisch being considered by many to be the "godfather" of development economics2) intra-Latin America relations, Latin America-worldwide relations, and Latin America-US relations throughout the 1900s (the years that Prebisch lived)3) the inter-workings of international policy bodies such as the United Nations and Organization of American States4) lessons gained from a guy who lost about 9 policy battles for every 1 that he wonThe Canadian biographer I thought did a tremendous job of just showing what happened instead of trying to make the biography about him in any way. If you think any of these numbers above could fit holes in your intellectual development, then I would recommend getting around to reading this book sometime.
